Commercial (Non Domestic) Energy Performance
Certificates (EPCs)
and Display Energy Certificates (DECs)
The Government timescale for the introduction of
Commercial (Non Domestic) Energy Performance Certificates required for all
buildings that are newly constructed, sold or leased is as follows:

Buildings over 10,000 sq meters - 1st April 2008

Buildings over 2,500 sq meters - 1st July 2008

Buildings less than 2,500 sq meters - 1st October 2008
In addition a Display Energy Certificate (DEC) will be
required for all Public Buildings from 1st October 2008.
Only Commercial (Non Domestic) Energy Assessors trained in
the SBEM methodology and licensed by an authorised accreditation body will
be able to produce and lodge EPCs for commercial buildings.
The SBEM (Simplified Building Energy Model) is government's
approved method for demonstrating the building's compliance with Building
Regulations and provides an analysis of a building's energy consumption
and carbon dioxide emissions.
The site survey requires the Commercial Energy Assessor to
capture a significant amount of data about the building including
measurements, general details about the use of each part of the building,
heating, hot water and ventilation systems, windows, lighting, building
fabric and other details.
3Counties can offer EPCs for commercial properties by our
accredited Commercial Energy Assessors as follows:
Level 3
Simple, small existing buildings with commonly occurring
characteristics without centralised air
conditioning plant. These often include simple heating systems <100kw,
natural ventilation and simple cooling systems.
Level 3 does not include the assessment of new build from
plans. Examples are converted domestic buildings, doctors surgeries and
small shops.
Level 4
New and existing larger buildings with more complex systems and likely to include centralised air
conditioning plant.
Fees – Commercial EPCs and DECs
Fees will largely depend on the size of the property, the
complexity and number of "zones" that it comprises.
